Biscuits is one of two "go to" breakfast places in veracruz city for my wife and I. Fresh baked pan dulce, good menu and very good service. Our hotel, Coasta Inn, also has a great restaurant and makes the top two.

Great place for espresso and food. They had an English menu which was helpful for my husband!
